(FOSCO) – on November 6 2024, FOSCO hosted the “Questions and Answers on labor law, social security and personal income tax” Workshop for the first time for the international organizations who are employing Vietnamese workers in accordance to Decree 152/2020/ND-CP monitored by FOSCO as delegated by the Ministry of Foreign Affairs.
Besides the leaders of FOSCO, the Workshop also had the presence of Mr. Ngo Phuong Nghi, Director General of the Service Department for the Diplomatic Corps from the Ministry of Foreign affairs; representative from the Ho Chi Minh City Department of External Relations, the Ho Chi Minh City Union of Friendship Organizations and most especially 41 diplomatic agencies, international organizations, INGOs and international business representative offices in Ho Chi Minh City.
At the Workshop, Mr. Ngo Phuong Nghi, Director General of the Service Department for the Diplomatic Corps announced policy decisions from the Ministry of Foreign Affairs and conclusions by Mr. Vo Van Hoan, Deputy Chairman of the Ho Chi Minh City People’s Committee concerning the delegation of duties to FOSCO regarding the recruitment and management of Vietnamese employees working for international entities in the South of Vietnam in General and Ho Chi Minh City in particular.
Representing the Ho Chi Minh City Department of External Relations, Mr. Huynh Quang Ngoc – Deputy Head of the Consular Department reserved high praises for FOSCO as a member of the INGOs Working group of Ho Chi Minh City and in the implementation of the duties in recruiting and managing of Vietnamese employees working for international entities; requesting international entities in Vietnam to adhere to local laws and regulation without exception; affirm that the Department of External Relation will always accompany FOSCO in diplomatic activities in Ho Chi Minh City.
Throughout the Workshop, with much experience and enthusiasm, the speakers, including Mr. Hoang Xuan Nam, Deputy Head of the Department of Tax payer information and support – Ho Chi Minh City Tax Department, Ms. Tran Thi Ngoc Dung – Director of Social Security Office of District 4 and Ms. Nguyen Thi Ngoc Tram – Deputy Director of FOSCO Staffing and Employment Service Center has responded to the questions raised by international entities concerning the employment and management of Vietnamese employees.
Concluding the Workshop, Mdm. Nguyen Thi Huong Giang – General Director of FOSCO offered her gratitude towards the guests and international entities for their support of FOSCO’s mission in recruiting and management of Vietnamese employees as delegated by the Ministry of Foreign Affairs and the Ho Chi Minh City People’s Committee, affirming the continued improvement from FOSCO concerning the quality of service to meet the customer’s needs.
On this occasion, FOSCO also extends its gratitude towards the Service Department for the Diplomatic Corps; the Ho Chi Minh City Department of External Relations, the Ho Chi Minh City Union of Friendship Organizations, the speakers who participated and contributed to the success of the Workshop.

With the success of the “Questions and Answers on labor law, social security and personal income tax” Workshop, FOSCO now has the impetus for further improvement and will host more productive and meaningful events in the near future.
