FOSCO successfully held 5-year term review Conference (2014-2019) regarding the implementation of recruiting and managing Vietnamese labours working for foreign organizations and individuals based on Decree 75 by the Government

Implementing Decision 897/QĐ-BNG dated April 14, 2015 by the Ministry of Foreign Affairs regarding the empowerment for FOSCO as a competent organization to recruit and manage Vietnamese labours following Decree 75/2014/NĐ-CP dated July 28, 2014; on November 15, 2019 morning, Ca Mau, Service Company to Foreign Missions (FOSCO) held “5-year term review Conference (2014-2019) regarding the implementation of recruiting and managing Vietnamese labours working for foreign organizations and individuals based on Decree 75/2014/NĐ-CP”.
Nearly 80 delegates attended the conference from many Central Body’s agencies such as: Service Department of Diplomatic Corps – Ministry of Foreign Affairs, Department of Employment - Ministry of Labour, War invalids and Social Affairs, Department of Security for External Relations - Ministry of Public Security and representatives from 16 Southern provinces and cities have signed the Regulation of Coordination with FOSCO in recruiting and managing Vietnamese labours.
At the conference, delegates from Ca Mau, Dong Nai, Dong Thap, Tien Giang, Tra Vinh, Soc Trang provinces shared objective and constructive contributions to accurately evaluate the execution of the Regulation of Coordination with 20 Southern provinces and cities. Additionally, delegates shared valuable experience and proposals to further facilitate the coordination procedure.
After more than 30 years of renovation and international integration, Vietnam has accomplished various economic achievements, solved social issues and progressively becoming a middle-income country with rapid and sustainable growth rate. This attracts a remarkable number of International organizations, Non-governmental Organizations (NGOs), representative offices … to operate in Vietnam. Following the Political Bureau and the Secretariat’s guidelines in Conclusion 98-KL/TW dated 28 June 2014 regarding the concluded policy of the Party and the State in external relation activities, FOSCO always strives to implement and facilitate current procedures in supervising and managing foreign organizations to meet missions of building and protecting the nation in the new era.
Currently (up until September 2019), FOSCO is managing: 97 clients with 1.583 employees in diplomatic and non-governmental organizations sector; 495 representative offices in business sector with 3789 Vietnamese labours (Southern region).
There are currently 1.369 Union members from 157 foreign agencies participating in FOSCO’s Union; forming a Cell of foreign agencies with 11 affiliated Party members.
Over the course of the last 5 years, FOSCO has signed the Regulation of Coordination with agencies in 20/20 provinces and cities in the Southern part of Vietnam from Binh Thuan to Ca Mau; strictly followed regulations in report procedure, bilateral information exchange, supporting and sharing of practical experience in recruiting and managing Vietnamese labours working for foreign organizations and individuals based on Decree 75.
FOSCO is honored to receive frequent support and guidelines from the Ministry of Foreign Affairs, Ho Chi Minh City People’s Committee, and other authorities to carry out missions related to recruiting and managing Vietnamese labours working for foreign organizations and individuals based on Decree 75/2014/NĐ-CP.
Plenty of diplomatic representatives such as international organizations, NGOs, foreign individuals and offices have trusted and chosen FOSCO’s services; rated FOSCO as one of the most reliable service providers in legal consulting, human resource management, properties for lease and other related services.
Visions and missions:
- Recruitment and candidate recommendation services: focusing on fixing current problems, improving service quality, progressively implementing technological solutions in daily operation, training staff for better professional skills, building collaborative connections with Universities in Ho Chi Minh City, … to satisfy the increasing demand from clients; reintroducing outsourcing service and diversifying human resource services.
- Training plan: coordinating with competent authorities to train and promulgate legal regulations related to Labour law, remuneration, social insurance, recruiting and managing Vietnamese labours as guided by Decree 75/2014/NĐ-CP.
- Interagency collaboration: improving means of collaboration and coordination with local authorities; actively arranging delegations to visit and convince foreign organizations that have not declared Vietnamese labour recruitment and management report to FOSCO; coordinate with related agencies from central to local affiliated authorities to frequently and regularly update newly-licensed, newly established or non-declared foreign organizations as guided by Decree 75/2014/NĐ-CP.
